Mayors face many limitations on what they can do. Solutions require the inclusion of the probability of success of the solutions purposes. Answers need to address what can be done in the time allowed, not what should be done. Elected officials do not have the luxury of time. Unfortunately, too often, the bureaucrats elected officials are in charge of think there is plenty of time. Experts are often off in their solutions, and it takes an outsider to find the way. Jane Jacobs turned experts on their heads. She is the urbanist universities, and urban studies begrudgingly paid homage to while she lived.
