TONY V. HARRIS  
Tony V. Harris has joined Planning Company Associates as Executive Vice President responsible for client services. He brings more than 20 years of transportation management and engineering experience with comprehensive knowledge of federal, state and local transportation programs including project development, traffic management, environmental requirements, design standards and highway construction. Throughout his career, he has demonstrated the ability to develop consensus amongst many diverse constituencies for various transportation infrastructure programs and projects.

Examples of his work during his career include:

On two separate occasions, served as the acting Director for the California Department of Transportation, which include the responsibilities of establishing transportation policy and developing strategic transportation infrastructure solutions.
Lead Caltrans’ efforts in the completion of 2000, 2002 and 2004 transportation programming cycles, which identified projects to be funded for both capacity improvements and system rehabilitation.
Developed Caltrans’ project management implementation plan, which included the work breakdown structure used by the department to guide activities from project initiation to completion.
Developed legislation for new transportation strategies and programs such as the 2000 Traffic Congestion Relief Program, which identified $2 billion additional for transportation. This lead to the ultimate passage of Proposition 42, which committed the sales tax on gasoline to transportation.
Managed Caltrans through a time period of significant growth (over 4,000 employees / $3 billion) and significant reduction (over 3,000 employees / $2 billion) while continuing to improve both State and Local Agency project delivery.
As District Director, obtained funding for state of the art transportation management center, improved project delivery to over 90% and improved coordination with regional and local agencies throughout Los Angeles and Ventura counties.
Converted the Caltrans Office of Statewide Design from a highway design function to a multi-functional operation that included traffic analysis and seismic retrofit structure design.
Responsible for review and approval of the geometrics (design standards) for the Interstate 5 widening and Route 91 Toll Road in Orange County, California.
Responsible for the completion of the environmental impact statement and geometric design for the Cypress Replacement freeway in Oakland, California within two years following the Loma Prieta Earthquake.
