Lindy K. Lee has proven leadership abilities, extensive transportation and real estate knowledge, project management skills, knowledge of principles and practices of public administration, capital and operation budgets of large complex transportation operations, and technological expertise that make her a valuable addition to any team.
Lindy has 31 years of experience in the Transportation arena, including management of the second largest Metropolitan Transportation Authority (MTA) in the United States and the California Department of Transportation (Caltrans).
She served as the Deputy Chief Executive Officer, with direct and indirect oversight of MTA’s planning and coordination, design, build, and operating divisions, was responsible for a transportation system serving more than 9.6 million people in a 1,433 square mile service area, running 2000 buses, 6 rail lines, and carrying 1.5 million passengers per day, with 5 rail lines under construction on a construction budget of approximately $5.8 billion, and a highway construction budget of over $4.5 billion.
With 3.5 years in Los Angeles with the State Department of Transportation, Lindy managed the day-today activities of the District, controlling 9 different Divisions; the District had 130 projects in construction with a capital construction budget of over $2 billion, and a total project budget of $5 billion, $384 million of direct support capital, and a workforce of 2400+ employees spread across 2 counties. Lindy’s education and experience in dealing with complex projects and sensitive political situations made her an effective manager of the District. She was instrumental in delivering the funding for the Gerald Desmond Bridge Replacement Project, also funding and delivery of three 1-5 South Widening Projects to construction. Lindy obtained the largest SHOPP funding of more than $300 hundred million over 2 years to facilitate pavement restoration on Southern California freeways. She also delivered and managed the Design Build 1-10 to the 605 flyover to construction.
Lindy has more than 23 years of experience at the managerial level applying Leadership Principles and Practices for the Department of Transportation (Caltrans) in Los Angeles, Sacramento Headquarters, Marysville, Redding, Eureka, San Diego and San Bernardino Districts. She developed Strategic Plans, Vision, and Values for the Divisions and Districts. She set work priorities and managed regional goals and objectives and new programs. She delivered some of the most complex Right of Way projects in the State, including 1-5 South and 1-5 North widening HOV projects, the 105 Century Freeway Project, the Marysville Bypass, and 1-10 HOV projects. Lindy’s personal philosophy and values have enabled her to succeed, and to inspire and lead others.
As a Project Management Professional (PMP), Lindy established a Project Coordination Functio, using risk management, project management tools and philosophies. She established a culture of Enterprise Risk Management in District 7.
